RPC-XXX-1 is a cumulonimbus cloud that when RPC-XXX-2 is not remembered engaging in motion by any animal possessing a brain moves naturally according to prevailing winds. When RPC-XXX-2 is remembered in motion by an animal possessing a brain, whether physically or in video form, RPC-XXX-1 will begin to approach the location of the animal. Upon reaching the area around the location of the animal a wall cloud will form on RPC-XXX-1 and RPC-XXX-2 will manifest. If RPC-XXX-1 forms a tornado by natural means RPC-XXX-2 will manifest.

RPC-XXX-2 is a multi-vortex tornado that resembles a pair of legs walking. If any animal possessing a brain observes RPC-XXX-2 in motion they will be targeted by RPC-XXX-2 until the animal is either terminated or memories of RPC-XXX-2 in motion are removed from the animal's brain. In areas where RPC-XXX-2 manifests individuals report hearing commands instructing them to "go outside", "walk into the storm", and other similar commands that can cause individuals to observe RPC-XXX-2 in motion and become targeted.

RPC-XXX-2 is able to morph its size and windspeed to terminate individuals who have observed it in motion and has been noted to be able to penetrate tornado shelters including those located underground. It has been recorded to present with windspeeds up to 412 mph despite appearing otherwise; making it an EF5 tornado on the enhanced Fujita scale, though it has often been referred to as an EF6 by Authority personnel.

RPC-XXX was first documented in a 911 call in █████████, Oklahoma on 3/15/2012.

Unidentified Caller [There's a tornado destroying everything around here! You need to send someone to help everyone caught up in this.]
911 Operator [And where is this tornado?]
Unidentified Caller [It's here in █████████. Oh god, I think it's coming for me. It looks like it has legs. I don't have a basement in my house, what do I do?]
911 Operator [You should get inside your home in a room with no windows at the first floor. We are sending help to the area as soon as possible.]
Unidentified Caller [I swear I just heard a voice telling me to walk into the storm. Oh God, it's coming closer. I can hear it… I don’t want to die. Please, help me.]

Closing Statement [911 call reported activity similar to a manifestation of RPC-XXX-2. Tornado dissipated and rescue teams were dispatched to the area. EF5 level damage was reported on the ground.]

CCTV footage was recovered from the incident which was then viewed by police in the neighboring town of █████, Oklahoma. Satellite imagery indicates that RPC-XXX-1 immediately changed direction and began approaching the █████ police department at 2:43 PM on 3/15/2012. RPC-XXX-1 then reached █████, Oklahoma and RPC-XXX-2 began to manifest at around 3:00 PM. Video footage from a passerby's cellphone was recorded and posted to online video-sharing platform ███████, though was not viewed by any known individuals. The RPC Authority was notified of a tornado the exact same as the previous one, emerging from the same cloud.

RPC Authority personnel were dispatched to █████, Oklahoma where EF5 damage was then reported on the ground among the entirety of the town. No survivors were found after the incident, with an estimated total of 106 deaths reported. A local anemometer that remained intact despite the immense damage of the surrounding area indicated windspeeds of 412 mph were present. Footage of RPC-XXX-2 was saved to Authority archives before being taken down from ███████.com, personnel who viewed the footage were then located and administered Class A amnestics.

A survivor was recovered from the original manifestation of RPC-XXX-2 located within an underground shelter located in the basement of a home. The individual was transported by helicopter to Site-015 for interview.

Survivor [So basically, when the tornado warning was issued they both decided that they want to see the tornado because they've never seen one before and they went out, but I didn't want to because I got scared so I went in the basement. I called them to remain on the line with them while they were out there looking at the tornado.]
Dr ██████ [And what did you hear on the line with them?]
Survivor [They saw the tornado and they said it looked like it was walking, like it was trying to find some specific people to kill. And then, it came for them. They couldn't get in the basement fast enough and then- the, the tornado came. The last I heard of them is them screaming before what sounded like machine guns firing from the surface.]
Dr ██████ [Is there anything else you heard in there?]
Survivor [Oh god, I know you're gonna think I'm crazy but while it was happening I heard someone telling me to "join them in the clouds". I honestly think I might after this.]
Dr ██████ [Don't worry, you're not crazy. In my field of work I've seen plenty of stuff like this.]

Closing Statement Subject reported activity similar to a manifestation of RPC-XXX-2 whilst in a state of extreme emotional distress. They were then administered class A-1 amnestics, a psychological evaluation and sectioned due to suicidal ideation resulting from knowledge of the deaths of their family members; though they were provided a false story of them being terminated by a non-anomalous tornado.
