Description: All MSTs are unique in design and objective. Each team has its own equipment, its own personnel, and its own culture. Some MSTs deviate from the norm more than others, however, and Hotel-11 is no exception. But considering how Kabushiki Kawaii's capabilities and enterprises are far removed from the efforts of other organizations hostile to the Authority, the measures and means required to properly combat their designs must also change to suit the circumstances.
Hotel-11 is notorious for their independence and their diversity. The majority of the MST does not consist of their elite task force agents, but scientists, investigators, containment engineers and counselors. Minor sites in Japan are staffed almost entirely by members of the team, with cells designed by psychologists and architects.
Hotel-11 is also notorious for rehabilitating and "utilizing" some of the anomalies they are able to recover from Kabushiki's trade. Several therapists, engineers, and information specialists were, at some point, classified as anomalies, as a sizable portion of Karasu's budget is devoted towards rehabilitation, including surgical removal of augmentations, professional counseling, and tuition costs.

Ultimately, it is cheaper to rehabilitate, educate, and eventually employ the victims of Kabas- Kabushiki Kawaii, instead of having them rot in a cell, waiting to die.
I fear there is a great misunderstanding in regards to Hotel-11 and its relationship with the anomalies in their care. We of the Authority goes to great lengths to "dehumanize" the things that we contain, and to a degree I believe that such a mindset is necessary considering what some anomalies are capable of, but I would also posit how dangerous that perspective has become. In our efforts to maintain normalcy and to protect the human race, we try to distance ourselves from what is normal and what is human. We believe that we can do such a thing. And my greatest fear is that, one day, we will succeed.

Due to their unusual autonomy, utilization of anomalies and independence from other organs of the Authority, Hotel-11 often comes to blows with lower echelons of the Presidium and Protection. However, GD-ASIA utilizes his rank and influence to ensure that Hotel-11 can continue to operate as they do now, and several other MSTs, particularly those operating in the East Asia region, are also beginning to exercise autonomy in their operations.
While outright overruling of Presidium policies is a line that has so far remained uncrossed, Hotel-11 is well known to toe it often.

公安九課 (translated as "Public Security Section 9") is the "Paranormal Trafficking Surveillance Unit" (PTSU) of the National Police Agency's Security Bureau, founded by the General Headquarters2 to combat and contain the rise of human trafficking and prostitution across Japan among anomalous circles, in addition to conventional black-market sex trafficking.
The agency was poorly funded, due to the interests of a variety of other agencies competing for control over containment in Japan (namely UNAAC and a variety of American groups) in addition to Kabushiki influence in the government, through either financial means or via blackmail.
The Paranormal Trafficking Surveillance Unit was notable for recruiting field agents and personnel who were victims of Kabushiki Kawaii, including rehabilitated RPC-614 instances, who would otherwise be transferred into Authority custody due to their inability to function in serried society.
The unit was effective at stemming the growth of Kabushiki Kawaii’s financial and political influence and was successful in intercepting several high-profile anomalies alongside rescuing victims from the group's experimentation and production lines. However, due to the "元町 インシデント" ( Motomachi Incident) of January 2nd, 2001, the Paranormal Trafficking Surveillance Unit was almost entirely eliminated. The Japanese government was unable (or unwilling) to replace the devastating losses due to rising political pressures; the agency was dissolved several days afterward.
