Containment Protocols:
RPC-XXX is to be kept within a 1x1 black metallic lock-box at all times in a 2x2 room lined with thaumaturgic runes done by the Kaballic Department. No personnel is to view or touch RPC-XXX without proper authorization from personnel with the appropriate clearances for handling such an object. Security cameras are affixed to all sides of the room to monitor any activity within the containment room of RPC-XXX. Two heavy armored guards wielding flamethrowers are to be stationed outside of the containment room at all times. If a massive containment breach were to occur because of RPC-XXX, all personnel are to evacuate from the facility whilst the on-site nuclear bomb begins its countdown.
Description:
RPC-XXX is a copy of the Declaration of Independence written on July 4th, 1776. The contained document is a brown piece of paper with blood staining both the front and back of the paper. All of the writing on the document has been written in dried blood and the exact wording and nature of this copy have been altered completely in nature. When read out loud or physically possessed, the individual keeping the document will begin to develop false memories of being a colonist fighting in the Revolutionary War. The individual will begin to read portions of RPC-XXX a loud and will cover every single portion of the document. Readers will feel compelled to read the document when in sight, and when it's being read, the individual will begin to undergo a form of necrosis that will result in a fifty percent loss of tissue, but despite this. The individual will gain superhuman strength and durability as well as being able to jump high distances at an approximation of 10 to 20ft than what is normal.
The person who has RPC-XXX in their possession will be labeled as POI-1A. Anyone who possesses the document is seemingly immune to pain and physical damage and will continue to read passages from RPC-XXX. After the individual is finished reading the paper, their mind will begin to recede into a far more carnal state with the body suffering from necrosis and putrescence. Dismemberment and or destruction of the cranium are the recommended methods of dealing with any owner of RPC-XXX who has succumbed to the more advanced stages of RPC-XXX, coupled with incineration and exposure to "holy" artifacts and objects.
The after-effects of RPC-XXX have been detailed and documented extensively ever since the first encounter with the document. After the POI reads the document, reanimated corpses entering from inter-dimensional portals that will cause the local coherency of the area to rapidly plummet and the subsequent resurrection of nearby corpses will begin to take place in the local area. The portals appear as if they were large colorful gnashes in reality and out of the portals will emerge a massive number of reanimated corpses that will seek out to devour any form of living biological material, whether be it both animals or humans. Afterward, any nearby corpses will begin to reanimate and proceed to carry out the same behaviors. These instances; known as RPC-XXX-1 are fully capable of carrying out complex strategies and maneuvers to lure in unsuspecting victims for consumption or infection. Methods of infection from the reanimated are either bites, scratches, or the vomiting of an unknown liquid into the mouths of anyone living. How the reanimation process begins is unknown as there has been no virus or form of contagious bacteria found within the reanimated bodies.
The same measures at dispatching the POI carrying the document is also effective in terminating instances of RPC-XXX-1, RPC-XXX-2, and RPC-XXX-3 instances. What has been discovering is that there is a hierarchy found, suggesting that the reanimated from their home dimension or dimensions have a hierarchy as there have been officers capable of human intelligence found leading mass groups of the reanimated to act as cannon-fodder. It is also noteworthy that many of these reanimated appear to wear regalia and clothing; albeit stained and damaged, from the 17th to 19th centuries. Intelligent reanimated appear to speak both a number of common human languages, but the most common seem to be English, German, Russian, French, Portuguese, Spanish, and Dutch. Further capabilities include a high degree of skill in dueling with melee weapons, marksmanship, and knowledge in engineering. Those reanimated who possess human-level intelligence or have retained their intelligence after their resurrection, but lack the leadership abilities to be officers become RPC-XXX-2 instances.
RPC-XXX-2 instances or "undead shock-troopers" are intelligent reanimated that have been resurrected former military members. The appearance and weapons of RPC-XXX-2's seem to signify that they come from the 17th to 18th century, though there have been several exceptions to this. The arsenal of RPC-XXX-2 tends to be muskets, cannons, and flintlock pistols, but more modern weapons and even vehicles have been found within the use of RPC-XXX-2's that have been captured. They possess a high level of coordination, however, this is off-set by their easiness towards infighting, thus officers from RPC-XXX-3 are attached to RPC-XXX-2 units to prevent any dissension among the ranks of RPC-XXX-2.
RPC-XXX-3 instances are the officers and coordinating generals of a sizeable number of reanimated individuals. Their leadership skills are what keeps the reanimated hordes disciplined in their army. They can be identified by their unusually pristine uniforms and ornate weaponry in their possession, but they have been shown being able to outsmart Authority officers and tacticians on the battlefield. Like most reanimated, they all possess the same abilities, with the exception of having a much higher degree of these innate abilities. However, it has been seen that they maintain control over RPC-XXX-2 instances and if they are killed in any way, groups of RPC-XXX-2 will begin to collapse into infighting. It is highly recommended that the termination of RPC-XXX-3 instances ensures or else a local reanimated garrison will continue to grow in size.
Incident XXX-32-A describes a site-wide reanimated outbreak at Site-[Redacted] in New Mexico. The underground site became compromised at around 12:30 pm when the site director sent out a distress signal towards any nearby site. The signal was received by a nearby site and four ASF units were mobilized to investigate what had happened to Site-[Redacted]. After arriving, they had noticed that much of the facility had received major integral damage throughout the surface and later on, underneath it. The first encounter with the reanimated in the underground portion of the facility was at around 2:00 PM from the gathered visual and audio logs of ASF Unit 20 after their debriefing and recovery of the RPC on the site. The first encounter with the reanimated numbered at around 100 reanimated civilian personnel, including both scientists, CSDs, engineers and technicians, and medical staff to attack the platoon. The resulting attack caused five members of an ASF platoon of Unit 20 to become bitten. Termination had to be carried out as the afflicted individuals were becoming nearly feral like and started attacking the remaining members of the ASF platoon.
A backup team was stationed outside on the surface level of the facility in case if the rest of the unit needed an evacuation. When most of the unit had penetrated the inner depths of the site, they had come across swarms of the reanimated. Some ranging in the hundreds like before while others had reportedly come across numbers ranging in the thousands. The reanimated consistently showed signs of higher intelligence, but their behavior was entirely predisposed to violence towards both their own and living humans. This led to many of the ASF sent down to the facility suffering from high casualties from stumbling into traps set up by the reanimated and many being turned into the resuscitated.
Unit 20 began their descent down into Site-[Redacted]. Attempts at contacting the evacuation team on the surface were unsuccessful and only met with static. When one squad was sent up to the surface to investigate why the backup team hasn't been responding to their radio calls, they were suddenly killed by a highly dangerous reanimated MST unit. This MST unit was MST Delta-33 or the Mist-Breakers: the MST specialized in setting up ambushes and combating hostile GOIs and has had a consistently high kill count. They were armed with experimental cloaking technology that was researched inside of Site-[Redacted] and had monitored the ASF Unit coming inside of the facility. Their leader: the now reanimated Lieutenant [DATA EXPUNGED] leads MST Delta-33 to track down and exterminate every single member of ASF Unit 20.
The rest of the Unit became alerted by one survivor by the presence of mobile and heavily armed reanimated MST team as they were making their way down into the facility. Eventually, they came across a massive green portal measuring 90x90 meters and several altars raised on the 33rd level. Standing in front of the portal would be a reanimated Site Director Christopher [Redacted]. The Unit encountered 120 reanimated in a kneeling position around Site Director Christopher [Redacted]. The reanimated ignored the ASF Unit as the Site Director attempted to try and convince the ASF Unit to "convert to his path". The Site Director was quickly terminated afterward, but the portal was still active.
Noticing the RPC they were sent after to recover in the hands of the deceased Site Director. One ASF team member attempted to tear the document apart, but it proved to be impossible to do so. Unit 20 fought their way out of Site-[Redacted] after they armed the facility to self-destruct with recovered RPC's they were able to acquire, but the ASF Unit encountered fierce and nearly insurmountable resistance. Accompanying MST Delta-33 would be six other reanimated MSTs attempting to stop the Unit from escaping the facility. They were able to escape the facility by the use of Humvees stored in the garage on the surface and escaped before the site reactor overloaded and detonated. Destroying the facility and all of the reanimated inside of it and it is assumed that the portal was closed after the nuclear detonation.
The first encounter with another individual holding a "false copy" of RPC-XXX. Located in [Redacted], Michigan: the holder of RPC-XXX was reported by local authorities after a string of seven murders were done by this particular individual. When a group of field agents were tasked with apprehending the target, they found the entire town to be replete with reanimated. The field agents were able to get the town sealed off from the public and prevent any knowledge of such a massive outbreak from reaching the rest of the public by the use of amnestics and the removal of any mention of the incident in all forms of media. All communication with the field agent team was lost and four MST platoon was sent to the town to investigate and remove the reanimated infestation.
Upon reaching the town, they found the entire town to be infected with no traces of survivors from either both the town residents or the field agent team sent in. The number of reanimated far exceeded than what was initially calculated and a reinforcement request was made by the lieutenant of MST Alpha-10, but as the MST found themselves trapped in the town, they were forced to barricade themselves inside of a super-market.
MST Alpha-10, Bravo-19, Delta-30, and Romeo-1 fortified their position in the super-market, but found themselves quickly running out of ammunition and supplies, thus they were forced to make use of the firearms and ammunition found within the market's gun aisle. The four platoons would be able to make their way out of the market by way of an underground garage. They encountered a reanimated group measuring in the hundreds, but were able to successfully eliminate the mass without taking too many casualties. More encounters with far more intelligent and equipped reanimated meant that the MST platoons would begin to take on more casualties as time continued to pass by.
The MST's were able to locate the source of the reanimated in the form of a massive energy gate located beneath the garage. The person who became POI-XXX would engage the platoon in physical and it would take concentrated fire to fully eliminate POI-XXX and the rest of the undead that was guarding the gate. Demolitions were set up and the gate was promptly destroyed which was the source of the different undead variants throughout the town.
As the MST groups made their way through the garage, they had to eliminate more and more waves of reanimated and they quickly found themselves taking enormous casualties and had to burn their own corpses to ensure they may not resurrect. Eventually, a bombing order was made and the platoons had to find a way out of the town. Once they had left the garage, they were able to find several HMMV's from the local national guard and use them to flee the town as seven B2 Stealth Bombers were on their way to drop their payloads. The MST platoons, although taking considerable casualties, were able to escape the town before it was carpet bombed by an Authority bomber squadron. All traces of the town were completely obliterated by the bombing squadron and any knowledge of the town's existence was wiped away by amnestics.
Addendum 32-A:
Following several operations after Incident XXX-32-B, multiple copies of RPC-XXX have been discovered in locations previously occupied by select individuals and religious organizations. Investigation of the extent of RPC-XXX’s dissemination among the general public is to be determined. Field agents are advised to destroy any copy of RPC-XXX found by the use of an adhesive thamaturgic liquid produced by the Kaballic Department that ignites upon contact. A 1 minute prayer is to be uttered by the field agent once the liquid has ignited upon the copy of RPC-XXX to ensure that the document is properly destroyed.
