Overview
The Islamic Coalition Of the Levant (ICL), or in Arabic, arabic translation and acronym, is a religious association, paramilitary organization, scientific/archaeological institution, and anomaly-aware coalition whose reach covers the majority of the Islamic world and beyond. It is not a single body, but rather a very loose confederation of many other unveiled organizations whose stated goals include the historical preservation and advancement of the Islamic world.
While the ICL has only existed for several decades, it is the successor to a long line of Islamic establishments, cults, clubs, agencies, associations, syndicates, and other groups that date back thousands of years, predating the Authority's existence by centuries.
This "inheritance", or mandate, has given the ICL a sense of righteous duty, and while sects and subgroups within the organization differ on just how to achieve them, their goals are almost unanimous- the continued survival of Islam, its people, and its prosperity.

The Library of Babur was one of the largest collections of anomalous texts in centuries, and even long after Babur's death, the organization still exists to this day, whose prestigious vaults can be found across Asia.
Members of the Coalition range from nations to ancient families, each having their own interests that happen to align with the ICL- or something to gain.

As both groups prioritize the preservation of information, the Library of Babur is deeply connected to the ICL and its leadership. Nonetheless, due to its complicated relationship with other groups, namely the Authority and Monarch Security, it is somewhat removed from the coalition at large diplomatically.
The Black Dragon River cooperated with the ICL's predecessors in combatting Russian influence in Asian affairs. Spies associated with the BDR would be transported through Central Asia, and a retired major of the Imperial Japanese Army, Satokata Takahashi, had become a patron of the group's efforts.

UNAAC is seen as a secular authority, one that poses a threat to the Islamic world and religion as a whole with its "globalist ambitions."
Several Authority GD's, particularly GD-Eura, have needs that are counteractive to the goals of the Islamic world. Besides being largely secular, even the religious among them are Eastern Orthodox or Jewish, both groups the ICL does not have a pleasant history with.
Malthus, AEP, Judaism, and other religious/pseudoreligious groups are viewed in a negative light due to their background and influence in the Middle East, although they can be negotiated with.
Notable Religious Relationships
The Savikka are an ethnoreligious group in southern Iraq. While never directly referenced in the Quran (although the term "Sabian" referenced in Quran 2:62 may refer to the Savikka) certain hadiths which have yet to be considered authentic name the Savikkasmic faith and identify the followers as People of the Book. Their practices and beliefs have elements derived from Islam (specifically Shia) as well as Gnostic tradition but notably, some of their rites are clearly anomalous in nature and have aspects of Nihil occultism.
- Some Savikka have converted to Islam over time while still retaining traditions of their original faith (Quranic Savikkasm). These believers have migrated over the course of centuries to the Dasht River of modern-day Pakistan, and eventually anomalous aspects of their practices were absorbed or faded away.
- The Savikka believe that John the Baptist is the first caliph, as tradition teaches that John is the ancestor of Muhammed.
- Savikkasmism is a nationalistic belief within the Savikka that demands the creation of a Savikkasmic state between the borders of Iraq and Iran, but this ideology has only recently reignited due to persecution in the mid-20th century preventing the state's creation.
- The Savikkasmic ethnic group has a unique genetic isozyme known as GST-29 (Glutathione S-transferases Mu 29) that is a more potent variant of the GST found in the vast majority of the human race, enabling their bodies to catalyze and conjugate glutathione to xenobiotic substrates far more efficiently than other isozymes, giving the Savikka an incredibly robust resistance to most toxins and poisons. This is demonstrated by their usage of a wide variety of venom-producing snakes for certain initiation rites.
- The ICL regards the Savikka as a "lost sect" of Shia Islam, simultaneously recognizing their independence while also attempting to absorb them into the greater Islamic faith to access their anomalous knowledge and artifacts. Savikkism is nonetheless treated with secrecy as per the terms of the Shroud Pact of the Middle East signed by representatives of the Authority, MI13, and various Middle Eastern states.
Unconventionally, the ICL categorizes other anomalous organizations in the same vein as the divisions of the world in Islam- that is, a separate organization is either dar al-Islam, dar al-Tawhid, dar al-Sulh, or dar al-harb.
Dar al-Islam: Organization under Islamic sovereignty. This does not always mean they are at peace with one another.
Dar al-Tawhid: Organization under monotheistic sovereignty that are at peace with the ICL. This is generally only applied to Abrahamic religions, and the two major groups that fall under this categorization would be the VSSP and the (Jewish AOI). Certain individuals and groups under this category are considered dhimmis (protected persons) and while non-Muslim, enjoy friendly relations with the ICL. Despite the title implying the designation is only for monotheistic groups, it is not unheard of for a religious entity that is not strictly monotheistic (such as a wide variety of Hellenist faiths) to be categorized as al-Tawhid, assuming that they have been granted aman (assurance of protection) by the ICL.
Dar al-Sulh: A non-monotheistic organization that is at peace with the ICL. This is mostly comprised of secular groups, namely the RPC Authority and UNAAC. This is usually established with a treaty of some form. Some scholars within the ICL argue that any member of the UN is, by extension, at peace with the ICL, with the existence of UNAAC being a treaty between the ICL and any state-based organizations, such as MI13.
Dar al-harb: Any organization that the ICL is openly hostile towards and on certain occasions, at war with. Periods within the history of the Islamic anomalous community, specifically times under foreign oppression, often resulted in essentially every paranormal organization being considered dar al-harb. While by definition it does not apply to member-states of the UN, such as the PRC, the PCAAO often falls under this distinction, alongside several anomalous groups not associated with a country, such as GEAR or Kabushiki Kawaii.
