Reasoning: WESTCOM's OFA Regional Board appreciates all feedback regarding containment protocols and their humane implementation to adhere to Authority standards. However, we would like to remind Site-112 personnel that RPC-614 is not a physical entity, and is thus not adhered to UNAAC's Humane Anomalous Treatment Act of 2014, Section 4, Addendum 1.2b. Going forwards, OFA's Regional Help Center will no longer acknowledge petitions to reacquisition RPC-614's containment rights. First recorded instance of an affected film.

Description: Infohazardous human skull featured in the role of a lead or supporting actor in old-school horror cinematography. Subsequent viewings of this particular genre with knowledge of RPC-614 may result in the film's infection: RPC-614 will alter the plot, screenplay, advertisement and title of the film to include itself as a centerpiece. This effect is not isolated to the individual viewing of the infected film; all previous visual media pertaining the film will be similarly altered. While preferred, RPC-614 does not always take a speaking or active role in the affected film.

Knowledge of RPC-614 itself is not hazardous. Only knowledge of RPC-614 as an entity in a cinematic medium causes an individual to become a "carrier" for RPC-614. Amnestization of the relevant memories has shown a 100% efficacy in removing its effects on an individual. It should also be noted that memories of the film in its original form are not affected by RPC-614.

Testing has revealed RPC-614 to not change the original script of any affected film. Interviews with the anomaly regarding the topic state this to be simply part of a "conservation effort" and to prevent "other skulls" from profiteering off of its work. RPC-614 does not appear malicious in its actions, or even willingly active in its effects. It believes itself to have acquired its roles though legitimate means, having conversed with actors and directors, and speaking of its actions in a positive light: often claiming the affected films to be of superior quality and fidelity to their original versions.


Discovery: RPC-614 was first reported by Dr. Phineas Harlow in 11/02/2018, following the infection of "The Screaming" during a horror film festival in Laramie, Wyoming, USA. Attendees believed the affected film to be a faithful parody of the original film, including Dr. Harlow. This was quickly dispelled upon review of changes in the framed "The Screaming" poster in Dr. Harlow's living room following his return. Further inspection of the film's advertisement proved similarly altered. The script held in Dr. Harlow's private collection remained unchained, as did public archives of it.

Following an online disinformation campaign on the film (aided by its low notoriety), extensive research began in the anomaly's modus operandi. Similar reports of odd misremembrances and script discrepancies in old horror films featuring skulls revealed a common theme, but no known activation. In an attempt to recreate the first recorded conditions of activation, the Authority arranged (through third parties) a horror film festival in Laramie, Wyoming, USA, the next year. VIP invites were sent to the festival's original attendees under the pretense of "community awards".

In the last day of the festival, an Authority-made "experimental" film titled "An Interview With The Devil", filmed in 35mm Eastman Color Negative film, was aired. The film consisted of an unnamed man lost in a dark forest. After wandering for several minutes, he stumbles across a clearing with a table, two chairs, and manilla folder. After sitting down, a cloud of smoke begins to cover the chair opposite to him. Once it recedes, the smokes reveals a hooded, horned figure. The film continues for 20 minutes, with the man asking the "devil" several questions from the manilla folder. Vague answers are given, sometimes addressing the audience, before the film abruptly ends. An in-movie, scrolling script was placed in the left corner of the film at 1% opacity to verify the effects of the anomaly regarding written text referential to itself.

Infection of the film was successful, with the title changing to "An Interview With The Skull" upon screening. The film was received poorly, with several critiques labeling it as "an incomprehensible, unfunny, amateurish attempt at old-fashioned horror abstractness completely lacking in substance." The festival was cancelled shortly after through a staged detonation of fireworks.

Notes: The Office of Financial Affairs will begin looking into profit avenues regarding RPC-614, as it remains one of Site-112's highest-cost containment protocols in relation to the anomaly's lethality. Current projects are aimed at infohazardous treatment of the films for public distribution.


Containment Protocol Update: 09/10/2022

Upon further review, the Office of Financial Affairs has deemed RPC-614's current containment protocols UNSUSTAINABLE following budget reallocation in WESTCOM. With recent reports from Site-112 detailing failure to remove infohazards from the films, the OFA has decided to requisition RPC-614's containment jurisdiction over to Head of IT Marcus Lassem.

Testing by Site-112 personnel revealed a crucial property in the anomaly: it can only affect one film at a time, and requires the film to end in order to infect another film. Thus, it has been decided to subject RPC-614 to a new method of digital anomalous containment: the Digital Landscape & Experience Generator (DLEG). The DLEG is outfitted with a projector and a generative LLM with over 200 million parameters - as well as visual and audio capabilities. Mr. Lassem suggests infecting Skullywag's latest film, "A Morn of Skulls", while projected by the DLEG. The DLEG will then slowly phase out the film into its own generated media. The screening room will be locked, with output-only, on-demand transcripts of the current media.

This new containment protocol is expected to cost only $936/year in electricity while requiring little maintenance. A testing period of two (2) months will begin next financial quarter. Failure to breach containment will result in a permanent implementation of DLEG for containment.
