Containment Protocols: OL-Site-675 is to maintain the cover of an oil terminal owned by an Authority front. Personnel are stationed to defend against possible USOC1 infiltration.
Under no circumstances is RPC-675's oil content allowed to be ignited. Utilization must be approved by OL-Site Head, submerging in the oil is otherwise forbidden.

Description: RPC-675 is an aboveground petroleum storage tank with an open roof. It constitutes the 103rd unit of the Inyo County Oil Terminal, formerly owned by TerraRoll Engines prior to acquisition by the Authority. The oil terminal is now designated OL-Site-675.
Siphoning the oil will not decrease the liquid level. Measuring has not reached the bottom of the tank; suggesting a geometric distortion giving rise to a limitless supply of petroleum.
Exploitation of this supply has been proven dangerous, as the stored material’s greenhouse emissions cause severe psychological disturbance to residents of areas polluted by the smoke. The most commonly observed symptom is dyschronometria, frequently presenting at intensities sufficient to eliminate all temporal perception.
A primary psychological effect occurs when an individual is submerged in RPC-675's content. When submerged, the subject will perceive their future self making a decision of personal significance. Observed scenarios range from private financial decisions to complex military strategies. However, all illusions will depict the subject making the quantifiably favorable choice. Subjects often state that they will base their future actions based on this vision.
Occasionally, the vision will break from this pattern. Instead, the individual may perceive a fragment of what researchers hypothesize to be a singular, greater scene. The aberrant illusion has so far not been reconstructed. View addenda for further information.
Discovery: TerraRoll Engines is a subsidiary of the TerraRoll Affiliation: an American investment company specializing in enterprise risk and fixed income institutional asset management. Its leadership positions are occupied by artificial psychics created by the USOC as a response to similar Soviet programs. However, USOC cut its support of the company in 1974 once TerraRoll’s artificial psychics began working for personal benefit.

TerraRoll Engines was once a giant within the fossil fuel sector, with influences globally. However, their success came to a halt soon after ending relations with USOC. The cause of their economic downfall is unknown, as TerraRoll subsidiaries typically obscure internal operations. Due to this, details regarding the nature of TerraRoll and its subsidiaries often come from witness testimony or acquired media. Even in these cases, employees are often hesitant to provide information.
RPC-675 was brought to the attention of the Authority on June 15th, 2000 by a letter sent from TerraRoll Engines Secretary Donald Remy to an Authority front. An oil stain made deciphering the contents difficult, but analysis of the paper revealed the following text:
Tank 103 in Inyo County Oil Terminal is a pool of scrying oil. Take it off my hands. Let me finally be free of the Oilman’s grease.
I should have let the company collapse after what happened at the party. I should have let it all go. I drowned in money, and found it neither green nor gold, but the bottomless black of crude oil. Today I resurface, I rub the oil off, and with it the guilt.
5 hours after receiving this letter, TerraRoll Engines declared bankruptcy. Donald Remy remains missing as of June 30th, 2000.

Introduction
Copper Lawrence was a blue collar oil driller before becoming first CEO of TerraRoll Engines - the largest fossil fuel investor of its time. He is an artificial psychic synthesized by the USOC, and granted a unique form of naphthamancy; scrying the future in petroleum.
As Lawrence was a TerraRoll Affiliate, information on him remains scarce. However, we have successfully recovered a USOC document detailing the process of his creation.
Copper Lawrence, after demonstrating ESP capability, was lectured on economic theory. Proving affluent in using his ability to predict favorable investments and the performance of employees, Lawrence was made CEO of TerraRoll Engines.
Later Pursuits
In just a few years time, TerraRoll Engines expanded to cover over 75% of fossil fuel production and imports in the USA. Remarkably, this was not reflected in the company’s public records, which described generally mundane ventures.
Upon further investigation, however, it was discovered that many of the records detailing failed pursuits were fraudulent. In reality, TerraRoll Engines was on an exceptional streak of successful investments. Certain outside parties attempted to persecute the company with charges of insider trading, but no such case ever flourished.2 Most employees were extremely loyal, and resisted outreach by ACI3 investigators.
At times, whistleblowers would voice concerns regarding the corporate culture of TerraRoll Engines. These individuals were similarly repressed, as tight non-disclosure agreements prevented them from sharing their experience with a large audience. These statistically improbable events eventually led to Authority interest. One informant managed to deliver a roll of film, containing an unedited video on TerraRoll Engines corporate etiquette.
TerraRoll Engines experienced an abrupt downward shift in growth in 1974. The cause of this remains unknown, however investigating the notekeeps of private personnel reveals the trend of a “party” or social gathering, often with omitted details. Most sources reference the event with a reluctant tone, as exemplified in Secretary Donald Remy’s correspondence regarding RPC-675.
This aligns with a police investigation on the company. The case was born out of numerous hydrocarbon poisoning-related hospitalizations of employees. Victims testify the cause to have been “a company party gone out of hand”, but refused to elaborate further.
Shortly after this, the USOC stopped supporting TerraRoll Engines. The case became a large scandal. It was also around this time that Copper Lawrence disappeared from future company records.

ADDENDUM.1 // Reconstructed illusion
Testing with RPC-675 occasionally produces a fragmented vision unrelated to the diving subject. Researchers have compiled such instances to create an incomplete transcript:

ADDENDUM.2 // Background investigation
With TerraRoll Engines’ bankruptcy, the USOC began aggressively dismantling the company’s infrastructure. To avoid a confrontation, NORTHCOM opted to not pursue acquisition, instead preparing OL-Site-675 for a possible attack.
In the goal of obtaining valuable intelligence on RPC-675, the Authority quickly scoured Donald Remy’s abandoned mansion before the USOC's operations. Of the retrieved items were certain objects of interest: a diary detailing Remy’s secretaryship of Copper Lawrence, and a printed list of employee names and addresses.
The employee list detailed the names and addresses of multiple persons of interest. Beside the identification, Remy had noted short phrases. Some of the phrases had been stricken out. One line described Daisy Romello’s residence, and the line beside her name read:
She deserves better than what she thinks. Just be there. That’s all I can do for her.
As USOC was actively tracking down previous TerraRoll Engines employees, the Authority decided to only pursue one individual on the list: Daisy Romello. Romello first resisted speaking to the police-disguised agents, before realizing that they were Authority agents. The interview was held in her apartment.

All RPC-675 investigation efforts are indefinitely halted.
This is due to a Group of Interest confrontation that resulted in the death of a PoI.
Testing on the object is to continue until the end of the year. In the case of no advances, Research facilities will be shut down and OL-Site-675 will be made a Protection Division barracks.

Amidst early 2021 Authority budget constraints, stationed Protection Division personnel sought to utilize RPC-675’s fortune telling abilities to outperform the other Divisions.
Survivors attest that due to the sporadic nature of RPC-675 future sight, very few participants obtained visions regarding the institutional success of the Protection Division, instead seeing personally relevant scenes.
The OL-Site Head hypothesized that if multiple personnel entered in RPC-675 together, RPC-675 would display a scene relevant to all divers simultaneously; ergo one beneficial for the division.
Upon entering the anomaly, the participants began to act erratically. Later interviews revealed that they witnessed the same illusion; that being the previously fragmented foreign vision in its complete form.
During the hysteria, an as of yet undetermined armament went off and ignited RPC-675. 4 personnel had not exited beforehand, and expired.
ADDENDUM.4 // Aberrant illusion
The Department of Parapsychology has studied the shared vision held during the Eternal Oblivion incident. It is hypothesized that as a greater number of subjects entered RPC-675, the high concentration of qualia could be coalesced and manipulated to form the full vision.

Containment Protocols: OL-Site-675 has been repurposed into a turbine power station. A funnel from RPC-675 leads into gas-turbine engine. Exhaust gases are funneled into a combined-cycle plant. Combined with air filtering apparatuses, this is designed to minimize hazardous smoke from entering the atmosphere, in addition to masking emissions directly from RPC-645.
Civilian populations surrounding OL-Site-675 must be monitored for the following cases:
- Dyschronometria (70% of contaminants).
- Increased frequency of start-up businesses.
- Increased frequency of drug overdose.
- Sudden onset of severe avarice.
- Increased awareness of and participation in the fossil fuel industry.
Onset of these symptoms is an indicator of RPC-675 pollution. In the case of large populations, air filtering stations must be installed.
RPC-675 upon manifestation.
Description: RPC-675 is a storage tank containing an effectively infinite supply of petroleum. It was previously owned by the now defunct TerraRoll Engines corporation. Initially classified as a stable anomalous object, RPC-675 was ignited by Authority personnel during Incident 675-0021 (“Eternal Oblivion”). All attempts to extinguish the fire have been unsuccessful.
Emissions produced by RPC-675 induce multiple psychological disturbances, primarily affecting temporal perception and consumer behavior. Affected subjects will commonly become more aware and desperate for financial success, often resulting in high-risk economic decisions. A full list of known symptoms can be requested from the Department of Parapsychology.
The Department of Parapsychology has designated the item a possible qualia sink. This hypothesis is based on treatment records of afflicted subjects. The current standard is talk therapy aiming to sever qualia recruitment by the item, isolation from petroleum with its derived products, and seizure of assets.
