Containment Protocols: Due to the relatively small population of potential targets for RPC-XXX, it is considered a low-level threat. All internet and phone service providers and law enforcement organizations operating in territory belonging to or controlled by Greece and Italy are to be monitored for customer complaints or reports matching the typical pattern of RPC-XXX manifestations. Agents stationed within the Greek and Italian post offices are to intercept letters sent by RPC-XXX.

Confirmed targets of RPC-XXX are to be apprehended and brought to Site-026 for interrogation and containment. After interrogation, they are to be administered appropriate amnestics and either requisitioned as CSD personnel or released into the general population in areas not affected by RPC-XXX, at the discretion of Site-026's liaison with the Office of Ethics and Review, currently Dr. Antonin Kromer.

Description: RPC-XXX is an entity currently operating within any territory controlled by the Hellenic Republic or the Italian Republic. RPC-XXX has never been seen directly by Authority agents or any of its targets, but its voice is consistently described as that of a woman in her mid-thirties with a Greek accent. RPC-XXX targets individuals living in Greece or Italy that have committed acts of parricide.² by sending them letters or harassing phone calls. These messages will invariably reveal knowledge of the target’s crimes, often in extreme detail that would be impossible for the sender to know by non-anomalous means, and state that the target will face some form of "punishment" for his or her actions.

Testing has indicated that these messages will continue to be received by all phones, computers, and mailboxes that the target commonly uses, and that the target's devices will continue to receive them, even if the sender is blocked, or if the device is turned off, disconnected from the internet, or placed in a Faraday cage.³ Harassment will cease if the target dies, completely cuts himself or herself off from all forms of contact, surrenders himself or herself to legal authorities, leaves the area of effect of RPC-XXX, or receives amnestic treatment which erases all memories of his or her actions.

Attempts at tracing phone calls made by RPC-XXX indicates that the calls are most likely coming from Cumae, Italy, or the surrounding area. RPC-XXX's exact location has not been determined. Information on RPC-XXX's motives and abilities is limited, as only one attempt at communication has been successful.⁴

Foreword: On ██/██/1984, Agent Sebastin Raptis made contact with RPC-XXX through a phone call to one Alyssa Pavli, who had shot her father in self-defense three months prior. The interview made from this contact (Interview XXX-27) is included below.

Agent Raptis: Alright, just stay on the line, I don't think it’ll talk if you’re not on.

RPC-XXX: (pause) Who else is there with you?

Agent Raptis: Just someone who wants to talk. Can we talk for a minute.

RPC-XXX: (seven second pause) Alright, I suppose we can talk.

RPC-XXX: Just me. Meg and Ally just…wandered off a few years ago. But I'm sure they'll be back soon.

RPC-XXX: Look…I…

(Here RPC-XXX remains silent for fifteen seconds)

RPC-XXX: I don't want to talk anymore.

Agent Raptis: No wait, wait a minute…

Closing Statement: RPC-XXX did not contact Pavli again following this interview. She was given Class-C amnestics and released. No further attempts at communication with RPC-XXX have been successful.
