Registered Phenomena Code: XXX

Object Class: Omega-Yellow

Hazard Types: Sapient Hazard, Sensory Hazard, Transmutation Hazard, Teleportation Hazard (presumed)

Containment Protocols: Agents embedded in police departments within areas RPC-XXX has appeared are to monitor for reports similar to RPC-XXX activity. Any such reports are to be investigated, and any RPC-XXX-A instances are to be recovered. Personnel are to consult Document XXX-1 for instructions on how to identify RPC-XXX-A instances. Standard cover stories are to be disseminated to explain the removal of RPC-XXX-A from affected families. An ongoing campaign to discredit accounts of RPC-XXX and debunk them as urban legends is also underway.

Currently, recovered instances of RPC-XXX-A are to be taken to Site-026, Site-061, or Site-279 and contained in standard humanoid containment cells. Any metallic restraints or medical equipment intended to make physical contact with RPC-XXX-A are to be made from copper alloys. The Office of Ethics and Review is considering proposals to destroy RPC-XXX-A instances pending confirmation that instances are non-sapient and non-living.

In the event that an undiscovered instance of RPC-XXX-A is destroyed, agents are to be dispatched to collect its remains and administer appropriate amnestics to witnesses. Afterwards, the knowledge of RPC-XXX-A and its destruction is to be suppressed and censored from news sources.

Efforts to raise awareness of the possibility of persons impersonating government agents and social workers within RPC-XXX areas and to encourage reporting of such persons are ongoing. Practical methods of identifying and monitoring potential RPC-XXX targets to prevent their kidnapping are currently being researched. Children taken by RPC-XXX are to be considered lost.

Description: RPC-XXX designates a group of humanoid entities that have, since the early 1990s, been the presumed perpetrators in a series of kidnappings of young children1 in the United Kingdom, United States, and more recently, Australia. RPC-XXX instances are usually described by witnesses as Caucasian persons in their late twenties or early thirties, usually speaking with faint but noticeable Irish or Scottish accents and wearing business professional attire. Beyond these similarities, witnesses have been unable to describe RPC-XXX instances in further detail. As of February 2024, no Authority agents have ever been present at an RPC-XXX appearance or seen an RPC-XXX instance directly.

Appearances by RPC-XXX instances generally follow a distinct pattern:

  • RPC-XXX will appear at the homes of targeted children, and request permission from parents to examine the home and children whilst presenting themselves as social workers or government agents investigating reports of child abuse.2
  • RPC-XXX instances will perform an inspection of the home and children. These inspections usually take the form of interviews with parents and children on the home and school environments, the health of the child, or whether the child feels safe in their current home. They also often perform basic physical examinations, ostensibly under the pretense of looking for bruises or other evidence of physical abuse.
  • RPC-XXX will leave. In roughly 40% of cases, RPC-XXX will replace the targeted child with an RPC-XXX-A instance via unknown anomalous means.

RPC-XXX-A are duplicates of kidnapped children, which appear identical to normal human children upon external inspection. In reality, RPC-XXX-A instances are constructed from various forms of detritus, generally leaves, tree branches, and wild mushrooms contained within a thin material which resembles human skin. These duplicates are subject to an anomalous effect that prevents observers from perceiving this in any way, including during medical examination; the only exceptions are persons that have performed certain thaumaturgic rituals developed by the Department of Occult Concerns.3 Instances act as and appear to believe themselves to be the original children taken by RPC-XXX. Currently, 23 instances are contained at Site-026 in WESTCOM, 12 instances are contained at Site-061 in NORTHCOM, and 5 instances are contained at Site-279 in OCEACOM.

RPC-XXX-A instances react negatively to contact with iron or steel and will avoid it if at all possible. Extended contact will invariably cause their perceptual effect to dissipate, resulting in their skin rupturing and being reduced to their component parts.4 This occurs instantly if the instance's skin is broken or pierced by an iron instrument. It is unknown if RPC-XXX instances are affected in a similar way.
