Overview
Codename "Mandate of Heaven" is an ex-military officer from the People's Republic of China and a staunch believer in the restoration of the Chinese dynastic system. After enlisting in the People's Liberation Army, "Mandate of Heaven" achieved an advanced degree in Military Theory and wrote his dissertation on the ingenuity of the Thirty-Six Stratagems. During his military career, "Mandate of Heaven" often proposed improvements to commander battlefield strategies which resulted in his promotion overseeing China Militia Forces in Dalian prefecture.
It was at this time that "Mandate of Heaven" became aware of the anomalous after repelling a Cetace's Kin terrorist attack on the port city with SCAA operatives. The State Committee of Anomalous Affairs appointed an SCAA bureaucrat to assume full control over the city in the aftermath, sidelining the military commissioner position. Resentful of his authority being usurped, "Mandate of Heaven" reached out to RPC operatives stationed in the region and later stepped down from his government position to become a member of the Authority.
Initially offered a position in Authority Central Intelligence, "Mandate of Heaven" instead requested an infantry combat position and was subsequently enrolled into the ASF Commissioned Officer Development Program. After completing his training, "Mandate of Heaven" became an officer in the Critical Incident Response Unit for ASIACOM facilities and was accepted to be a part of the Individual Augmentee Program. During several asset retrieval missions, "Mandate of Heaven" was able to demonstrate his ability to make tactical decisions under pressure.
As "Mandate of Heaven" became exposed to various cultural anomalies from Manchuria, he started zealously practicing the Manchu folk religion and venerating past emperors of China as deities. Expressing further hostility to Communist ideology and SCAA forces in the region, "Mandate of Heaven" won the election for regional director of ASIACOM promising to defend the Authority from hostile agencies of interest. Now "Mandate of Heaven" has gone even further with his proclamations, vowing to install a dynastic regime in China led by him to facilitate long-term stability of an Authority presence in East Asia as the primary goal of his global director term.
